Motor Third Party Liability insurance covers the liability of the owners and drivers of motor vehicles for bodily injury and/or death and/or damage to the property of third parties caused through their fault.

Limits of liability

The limits of liability are set out in the Insurance Code and are the same at every insurer.

For events occurring on the territory of the Republic of Bulgaria:

  • for pecuniary and non-pecuniary damage arising from bodily injury or death – BGN 10,420,000 per event, whatever the number of injured parties;
  • for damage to property – BGN 2,100,000 per event, whatever the number of injured parties.

For events occurring on the territory of a member state of the European Union:

The minimum limits of liability that apply in the member state where the event occurred under its own law, or the cover under the law of the territory where the vehicle is normally based, whichever is the higher.

Term and payment

Motor Third Party Liability is written for a term of one year. Every insurer offers payment by instalments, which in most cases carries an increase in the premium.

Where a policy is paid by instalments, the instalments that follow can be paid at any Winners Group office, wherever the policy itself was taken out.

When paying in person at an office, please bring the policy (the original or a copy) along with the receipts for every instalment already paid on it.

Where the cover is valid

Motor Third Party Liability is valid on the territory of the member states of the European Union and the European Economic Area, and of the countries that have signed the Multilateral Green Card Agreement (Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom).

For the remaining members of the Green Card system – Albania, Azerbaijan, Belarus, Bosnia and Herzegovina, Iran, Israel, Moldova, Montenegro, Morocco, North Macedonia, Russia, Tunisia, Turkey and Ukraine – a free Green Card certificate is issued, which extends the cover so that the policy is valid in those countries as well.

What a Green Card certificate is

The Green Card is an international certificate attached to a Motor Third Party Liability policy. It confirms that the vehicle carries valid third party cover and that the policy extends to the territory of the country concerned.

When a Green Card certificate is needed

It is not needed for the member states of the European Union and the European Economic Area. There is no border control and nothing is asked for on entering those countries.

A Green Card certificate is compulsory when travelling to any of the other countries in the Green Card system. It is asked for at the border, at a roadside check, or in the event of a road traffic accident.
